Captive vs Managed ODC: Choosing the Right Dedicated Offshore Development Center Model

A dedicated offshore development center can be captive, managed or built through staff augmentation, and the right choice depends mostly on headcount and time horizon. Below about 50 engineers, a managed ODC is usually cheaper and faster. Above that, and over several years, a captive centre starts to pay back its setup investment. This page compares all three models across seven factors, sets out a five-year cost model with assumptions stated, and gives a simple decision tree you can apply to your own plans. Talk to us about your model.

Captive vs Managed ODC vs Staff Augmentation

All three models give you dedicated engineers in India, but they differ in who employs them, who runs operations and how much capital you commit. Those differences show up in setup time, ongoing cost, control and how hard it is to change course later. The table compares the three models across the seven factors that decide most choices, so you can see the trade-offs side by side before looking at costs in detail. A managed ODC is how our offshore development center in india engagements start.

Setup Time and Capital

A captive centre needs an Indian entity, an office and a hiring ramp before work begins, which takes months and significant capital. Managed ODCs and staff augmentation use a provider’s existing infrastructure, so work starts within weeks.

Ongoing Cost Per Engineer

Captive centres avoid the provider margin, but they pay directly for local leadership, HR, finance and facilities. Those fixed costs only spread thinly enough to beat managed rates once the centre is large.

Control

A captive centre gives complete ownership. A managed ODC gives you full direction of the work and every hiring decision, without running operations. Staff augmentation gives control over individuals but not a team structure.

Compliance Burden

With a captive centre, you are responsible for Indian company law, payroll, labour codes, tax filings and statutory benefits. In the other two models, the provider carries these obligations within its rates.

Exit Cost

Closing or selling a captive entity is slow and expensive. Managed ODCs and staff augmentation can be scaled down with notice, and a managed ODC can convert to captive later on terms agreed upfront.

Headcount Thresholds for Each Model

Team size is the single strongest predictor of which model makes economic sense. Fixed costs in a captive centre, such as a country head, HR, finance and facilities, are spread across every engineer, so small centres carry a heavy overhead per seat. Managed providers spread similar costs across many clients. The thresholds below are practical guides rather than hard rules, and they shift with your time horizon and appetite for running an Indian operation.

Planned headcount within three yearsUsually the best fit
1–5 engineersStaff augmentation or individual dedicated developers
5–50 engineersManaged ODC
30–100 engineers with ownership plansBuild-operate-transfer
50+ engineers for five years or moreCaptive centre

One to Five Engineers

At this size, a team structure adds little. Individual dedicated developers working inside your existing team are simpler, as long as you have leads to direct them. Costs stay low and setup is quick.

Five to Fifty Engineers

This is the managed ODC’s sweet spot. You get team leadership, governance and operations without carrying the fixed overhead of an entity that is too small to run efficiently. Most first centres start here.

Thirty to One Hundred Engineers

Companies in this range that expect to keep growing often choose build-operate-transfer, starting managed and converting to captive once scale justifies the overhead. Transfer terms are agreed at the start, so ownership is clear.

Fifty Engineers and Above

At 50 or more engineers over five years or longer, captive economics usually win, provided you have leadership able to run an Indian entity and a long-term commitment to the location.

Five-Year Cost Model: 50-Engineer Centre

Headline comparisons hide the real economics, which only appear over several years. The model below compares a 50-engineer centre under each approach over five years, with every assumption stated so you can adjust it. Rates are held flat in real terms for simplicity, since salary increases affect all three models similarly. Use our project cost calculator to rerun the model for your own headcount and roles. Treat the output as a guide, not a quote.

Captive Assumptions

Setup covers entity registration, first-year advisory, a lease deposit, fit-out of about 5,000 square feet, recruitment and equipment. Run cost assumes about USD 3,300 per engineer per month, including local leadership, HR and facilities.

Managed ODC Assumptions

A blended rate of USD 3,900 per engineer per month, all-in, plus setup of about USD 1,600 per hire for recruitment and equipment. Delivery management is included in the rate.

Staff Augmentation Assumptions

A blended rate of about USD 3,700 per engineer, without delivery management. Your organisation adds team leads and managers, estimated here at USD 200,000 a year in internal cost. Your management time is real cost.

Break-Even Point

At 50 engineers, the captive centre saves around USD 360,000 a year in run costs. After its higher setup and later start, it typically breaks even in the second year of operation.

What the Model Leaves Out

The captive model starts four to six months later, which delays delivery. It also requires leadership time to run an Indian entity, and exit costs are high if plans change. None of these appear in the totals.

Decision Tree: Which Model Should You Choose?

Rather than weighing every factor at once, work through a few questions in order. The answers narrow the choice quickly and reveal which trade-offs matter most for your situation. The decision tree below reflects how most companies should approach the choice of a dedicated offshore development center model. If your answers are uncertain, start with the more flexible model and keep the option to change later. Most companies reach an answer within four questions.

Question 1: How Many Engineers Within Three Years?

If fewer than five, use staff augmentation or individual dedicated developers. If five to fifty, move to question 2. If more than fifty, move to question 3. Be realistic about growth.

Question 2: Do You Need a Team That Owns a Product Area?

If yes, choose a managed ODC. If you only need extra capacity inside an existing team with strong leads, staff augmentation can work, but a managed ODC scales better. Most growing products do.

Question 3: Can You Run an Indian Entity?

If you have leadership willing and able to run an Indian company, move to question 4. If not, choose build-operate-transfer, so a provider builds and runs the centre before handing it over.

Question 4: Do You Need to Start Within Three Months?

If yes, start with a managed ODC or build-operate-transfer and convert later. If you can wait four to six months, a captive centre from day one is a reasonable choice.

When in Doubt

Start managed, with conversion terms agreed upfront. It is the lowest-risk path, because it keeps captive economics available without committing capital before you know the centre will work. You can always convert later.

Build-Operate-Transfer: The Middle Path

Build-operate-transfer combines the fast start of a managed ODC with a planned path to ownership. A provider builds the centre, runs it until it reaches stable scale, then transfers the team and sometimes the facility to your entity. For companies that expect to reach captive scale but want to start quickly, it is often the best of both models. The sections below summarise how it works and what to agree upfront.

Build Phase

The provider recruits the team, sets up facilities, security and processes, and starts delivery within weeks, using its existing entity and infrastructure. Processes, security controls and governance are set up from day one, ready for later transfer.

Operate Phase

The provider runs the centre, usually for 18 to 36 months, while you direct the work. During this time, you prepare your own entity and leadership for the handover. Performance is reviewed regularly.

Transfer Phase

Employees transfer to your entity with their consent, along with assets and processes, for a transfer fee agreed in the original contract. The fee usually decreases the longer the centre has run.

Terms to Agree Upfront

Agree the transfer fee, minimum operating period, notice period, what transfers and post-transfer support at the start. Our ODC vs outsourcing comparison and delivery guarantees cover related terms. Nothing should be left to negotiate later.

Getting Started

A discovery sprint defines team shape and model before you commit, and our pricing packages show indicative managed ODC costs. Both help you choose the right model with evidence rather than assumptions.

Frequently Asked Questions

A captive ODC is your own Indian entity, so you employ the team and run all operations yourself. A managed ODC is operated by a provider that employs the team and handles payroll, facilities, IT and HR, while you direct the work and approve every hire.
